The Gap Between Rich and Poor states

In 1960 the top 3 states were 1.7 times richer than the bottom states. By 2014 this gap almost doubled, with the top 3 states being 3 times richer than the bottom 3. India is the only large country in the world today that is experiencing an economic divergence among its states and not convergence, as economic  theory would posit.
Among such economic disparity among states, a Delhi based one size fits all policy regime for all of India is entirely anachronistic.
